don't install docs top-level in site-packages #657

otherwise they are found in, e.g., /usr/lib/python3.11/site-packages/README.md

Thank you @nekopsykose ! By chance I'm working on this right now as well. I'll probably push some changes to your branch when I'm done with my own attempts at solving this problem.
