As of v4.0.0-alpha-002, an existing byte-order mark at the start of the file gets stripped by fantomas.exe file.fsi. Example git diff:

-<feff>namespace Foo
+namespace Foo

This makes Rider complain that "File was loaded in the wrong encoding: 'UTF-8'.
