I've also reconfigured pa11y to enable its migration from PhantomJS to Puppeteer (anything Puppeteer needs to be run in "no sandbox mode" on CircleCI, and the image needs to have a bunch of extra packages installed — I may bake an image that already has this pre-done). |

I've very indiscriminately updated package.json in this and thus this PR should be thoroughly tested before merging.
