iOS 16.4 has changed the Safari inspection features
cordova-ios in 6.3.0 introduced the changes to turn it back on in dev mode feat: New webkit feature - Inspectable WebKit, inspect production apps apache/cordova-ios#1303
cordova-plugin-ionic-webview is overriding the default cordova-ios webview, so it isn't working yet: Webkit ios 16.4 enable inspection ionic-team/cordova-plugin-ionic-webview#677

Possible solutions:

Remove cordova-plugin-ionic-webview
Update cordova-plugin-ionic-webview when PR is merged
