Document application specific email template usage

Description

Unclear how to start a 'forgot password' workflow which uses an application specific template.

Affects versions

1.21

Steps to reproduce

  1. Create an application specific template for the forgot password flow
  2. Try to start a forgot password flow: https://fusionauth.io/docs/v1/tech/apis/users/#start-forgot-password-workflow
  3. You get the tenant configured email

Expected behavior

You get the application configured email template. You can get this by providing applicationId. But this needs to be documented.
