I could reproduce this issue into FusionInventory for GLPI 9.5.0+2.0 and GLPI 9.5.4. There's no "Package action" tab available into package deployment properties.
No error is thrown into Apache access.log, error.log and into <GLPI_ROOT>\files\_log\sql-errors.log and <GLPI_ROOT>\files\_log\php-errors.log. No errors into GLPI Debug mode neither.

GLPI 9.5.4 is a major version because functions are deprecated and another modified, so many parts of plugin not works for the moment, many times to fix them (I have worked yet 6h this week to fix but really complex to fix)
