@tzumainn @knowncitizen can you please take a look at this and let me know if it looks good to you?

Per the BZ linked below users sometimes get an error when trying to configure their deployment that no overcloud plan exists. Looking at the fusor-undercloud-installer.log it looks like swift is sometimes taking a little longer to start leading to the plan check and upload failing.
