Feature (What you would like to be added):
ETCD member within a cluster may go down due to data directory / PVC corruption. A member can not be restored from the snapshot in that case. The member needs to be removed and then added as learner to the cluster.
Motivation (Why is this needed?):
If a single node within a cluster goes down, it needs to be brought back. But it can't be restore from the snapshots in snapstore. So it needs to be removed from the cluster and then added up as learner.
