gardener-setup appears to be calling the wrong images

What happened:
Failure to roll out cert-manger with error message

waiting for cert-manager webhook to be running
...
Error from server: etcdserver: request timed out

What you expected to happen:
To roll out

How to reproduce it (as minimally and precisely as possible):
Using standard acre.yaml without cert-manger included, as I wanted self signed.
Anything else we need to know?:
I did some digging and it looks like the wrong image is being called. It does not exist https://github.com/gardener/cert-management/blob/master/charts/cert-management/values.yaml

• Versions of components (only needed if you overwrote the defaults)
• Where does the underlying base cluster come from and which operating system does it use?
  vmware tanzu and the underlying cluster is based on photon-3
• Which cloud provider is configured for the setup?
