Hanging of MCM #394

Issue

We have seen this issue of MCM hanging multiple times where we could see the MCM reading stale values of machine CR objects. I have seen this only in clusters with large number of machines.

Possible cause

Could this be a cache inconsistency?

I think this is being caused by the overloading of workers with safety threads because I see logs flooded with safety controller messages with intervals too frequent. I need to double-check this.
