From pull request #24:

It's a nice thing to support tests without installing. For example, installing may pollute my computer with a version of code that I don't want. However, I still want to review a pull request.

I think you can accomplish this with clever usage of path information. Gazebo's tests of its command line tools might be a place to look for an example.
