SvcParams are an 8-bit-clean value type (but almost always lower ASCII in practice), so we need to define how arbitrary bytes are encoded in XML.

This draft is moribund because we have no idea what the eventual WG (if it gets formed) will do for work. Let's leave this PR open for now, but unlikely to touch for many months. |
