hotkey useage in linux

hello,
in linux i think there is a problem to use global hotkey.
there is an issue. and i don't know is it a global problem or it's just ubuntu 19.10.

so for use app you can set a hotkey for this command :

do0.exe  --no-service

it will read your clipboard and if it's a valid link will copy short link in your clipboard.
