Build and push tag via Travis CI when new release is tagged #3

When Travis CI builds a tag release, we should build the collection and publish that new tag version to Galaxy.

I created a new playbook that uses the ANSIBLE_GALAXY_TOKEN and a supplied tag variable to build and publish the collection. We'll see how it works... I also put a task in to verify there are no updates available for any of the submodules.
