Build basic theme for Pi Dramble website #3

I've always wanted to do this, but never had the hour to do it.

Basically, have a super simple single-column layout theme, with title and logo, then menu links, then content, then footer. Make it mobile-first, accessibility-first, etc.

Nothing amazing, but hey, it's a good first effort, and it's like 1 KB of CSS and no JS :)

I'm going to document how I created the theme, set it in configuration, and exported configuration. Also add some notes about blocks and how you have to export/import theme separate from configuration if you want them to be integral to your theme.
