Is your feature request related to a problem? Please describe.
This feature request is relevant to issue #125.

I'm going to publish a private built version of genicam package that supports Python 3.8, on the other hand I do not want to bother other people who do not have a special interest in Python 3.8. So we need to have a way that prevents such people unintentionally installs the private built binary.

Describe the solution you'd like
Temporarily pin the dependent genicam package version. The version must be 1.0.0 for now. Once we as the GeniCam committee released the Fall 2020 package, then we should unpin the dependent version so that people can automatically install the latest version.
