Portage.GHCCore: Add new GHC versions

Add ghc-9.2.8, ghc-9.4.7, ghc-9.4.8, ghc-9.6.3, ghc-9.6.4

9.2.8 is identical to 9.2.7 except for ghc-boot, ghc-boot-th, ghc-heap,
and ghci
