analytical Stokes benchmark for 2D annulus #1569

Like the 3D HollowSphere benchmark, this is the solution of the incompressible Stokes eqs in an annulus. A paper is currently in prep (with Gerry and Harsha) and is being used by Ian. I will add a test and a manual entry for both 2D and 3D benchmarks once this is merged.

@cedrict you will have to run make indent. The test results seem to be fine.
