This should almost finish #4595 by deleting the now duplicated files that contain the old .tex manual. It also moves a bit of functionality into the Sphinx folder instead.
The one part of the LaTex documentation I have not touched here is the doc/CMakeLists.tex, but we will have to modify that anyway when we move the documentation build process into the build folder.
