GEOS-Chem submod update: Merge PR #2154 (GC 14.3 in CESM)

This commit informs the GCHP superproject about the following
commits that were pushed to the GitHub geoschem/geos-chem repository:

9c5803931 Merge PR #2154 (Updates for GEOS-Chem 14.3 in CESM)

This PR adds updates to facilitate connecting GEOS-Chem 14.3.0 in CESM.
