Use CEDS, NEI2011, DICE_Africa in tagged CO simulation and remove NEI…

…2005 option

NEI2005 has been removed as an option for all other simulation types. For
the tagged CO simulation, we now remove the NEI2005 option and use NEI2011
by default instead.

The DICE_Africa option is now also added for the tagged CO simulation. This
inventory was added for all other simulation types already in v11-02f.
