Turn off sea salt aerosol debromination by default
Sea salt aerosol debromination is now disabled via the "Model sea salt Br-" and "CalcBrSalt" options in HEMCO_Config.rc. The first switch controls calculation of BrSALA and BrSALC via the Seasalt extension, while the second controls calculation of BrSALA and BrSALA fluxes by scaling the offline seasalt emissions for SALA and SALC. Both of these switches are now set to false by default. Note: This is how the SSA debromination was deactivated in GEOS-Chem v11-02 through 12.8.2. In GEOS-Chem 12.9.0, the "Model sea salt Br-" was switched to true as part of the halogen updates from Xuan Wang. This change comes out of concern over the GEOS-Chem 13.4.0-rc.2 benchmarks where ozone concentrations were too low, especially over the Southern Ocean. See Github issue #1145 for more details.
