Update emissions for CH4 simulations

The HEMCO_Config.rc file for CH4 simulations has been updated to include:
 - Emissions through 2019 for GFED4 and JPL WetCharts inventories
 - Anthropogenic emissions over Mexico from Scarpelli et al. (ERL, 2020).
