We have taken the code from PR #1013 and merged it on top of the 13.4.0-alpha.5 tag in the development branch. This is so we can have the update go into the dev branch instead of main.

All GEOS-Chem integration tests passed as well. OK to merge.

NOTE: we will tag this as 13.4.0.alpha.8 (skipping over alpha.6 and alpha.7) since the sulfur code via KPP still needs some validation.
