Integration tests pending. The ObsPack diagnostics are not used in any integration tests, so that will have no effect. But we now expect the nested-grid integration tests to pass, as the sample BCs now contain all species for 13.3.0. |

This PR is a combination of 2 items:
PR [PULL-REQUEST] Allow wildcard input for ObsPack to output all advected species #687 from @jdhask: adds advected-species wildcarding into the ObsPack diagnostic output. This now supersedes the original PR.
Updating the
HEMCO_Config.rc.fullchemandHEMCO_Config.rc.aerosoltemplate files for GEOS-Chem Classic to point to updated boundary condition files in the `HEMCO/SAMPLE_BCs/v2021-09/fullchem' folder. The new files have additional species for 13.3.0.
