This PR includes the custom translations file for Portuguese language

@afabiani this PR is connected to support issue #2569

A few tasks to carry out after this PR has been merged:

  1. Double check if the config file that the customer instance of GeoNode relies on for available translations is settings.py or .env, input the right configuration as the example below (if other languages other than Portuguese are present keep them).

LANGUAGES=(('en-US','English'),('pt-PT','Portuguese'))
