The CCC view takes the whole view instead of 50%

When looking at a traceability file, the Crosscutting concern list takes all the view and it's not scrollable. We need to set a max height and only allocate 50% of the total height.

It should also show the associated design decisions when selecting a crosscutting concern. Something similar to what we currently have when creating a traceability link

The fix looks ugly but works.
