Laravel 5.3 introduced a way to run migrations from a specific path - it seems an ideal way to implement plugin migrations. Check whether is manageable to backport this feature to Laravel 5.1 used by Codice.

Status update: while --path option is a thing, there is no easy way of reversing (putting down) such migrations which would be exposed to userland API.

Might have sense to look at the lower level API.
