Many "no data-dictionary found" errors despite dictionary mode being disabled #3835

Though the dictionary mode is disabled, the datastore is throwing a lot of errors, which seems unnecessary. If the dictionary mode is none, let's consider skipping further processing. This would avoid needlessly adding post_import queue items, as well as the extra noise in the log.
