Right now it seems possible for backups to start failing without anyone noticing. How about we have Backend send an email if there is an error? (Or if three days go by without a successful backup?)

One question is who should receive the email. The same person as $SYSADMIN_EMAIL? A designated sitewide administrator who can be selected in Frontend?

#270 also has to do with sending an email after an error. getodk/central#67 is related to configuring backups.
