Improving empty states

Updating the text in the empty states:

Current text:

• Drafts - "Nothing available to display. Try getting and filling out a blank form."
• Ready to send - "Nothing available to display. Try finalizing drafts before sending."
• Sent - "Nothing available to display. Try finalizing forms before viewing."

UI changes:

• Make the background light grey
• I also have a version with icons, but I think we would have to test to see how that would look

Updating the text in the empty states:

@alyblenkin I don't see any differences in the messages themselves. Is it only about adding the images? Or maybe I'm missing something?
