Nepal Time is +5:45

ODK Collect issue:

When a survey is saved and reopened with dates and times in that timezone, the minute offsets are lost and the time is rounded up/down 15 minutes.

This relates to but is different from the reported problems with DST corrections upon opening and re-editing a survey.
