这些规则可用于降级目前质量暂时不佳的HTTP/3协议，使应用继续使用传统的HTTP/2或HTTP/1进行连接。REJECT-NO-DROP方法可以让应用立即回退到传统连接而不是等待超时后在连接。希望作者能够支持。
