Determine a policy and settings for trailing slashes

I'm indifferent when it comes to API endpoints, maybe leaning towards treating them differently.

For SSR URLs (including swagger/redoc), I think we need to ignore the presence/absence of a trailing slash. URLs in the URL bar of a browser get manipulated/copied/pasted by end users who don't really understand the difference.
