Hay muchos casos de distribuidoras que envían términos de activa y reactiva con cantidad 0 y precio 0.
Actualmente si precio o cantidad son 0 no se tienen en cuenta, pero si ambos son 0 se trata de periodos que sí debieran considerarse, ya que en lecturas sí están.
Si ambas se cumplen, precio 0 y cantidad 0, debería tenerse en cuenta como facturable
