User Story

As an admin, I want to see all 'hidden bounties' so that I can pull any back which I accidentally 'Hide'.

Why Is this Needed

Summary: So that fat-fingering is not fatal.

Description

Type: Feature

Current Behavior

No access to Hidden Bounties

Expected Behavior

Perhaps a Hidden Bounties view on the Issue Explorer / elsewhere.

Reproduction

An option to view all those where 'Hide Bounty' is selected.

Definition of Done

Some view of the hidden bounties. Eventually, this should live in the Moderator Dashboard (cc @mbeacom + @PixelantDesign for prioritization).
