The sumo popup doesn't trigger for new visitors

Describe the bug
When I visit gitcoin.co for the first time, I should see a newsletter signup form popup (sumo) but it does not.

To Reproduce
In a private browser (Chrome), visit https://gitcoin.co and see that the popup does not occur.

Expected behavior
When I visit gitcoin.co from a new browser or private browser, I should see the popup for newsletter signup.

Desktop (please complete the following information):

• OS: Mac OS High Sierra
• Browser: Chrome
• Browser Version: 67.0.3396.99

@coderberry The sumo popups are subdued by additional logic from sumo as far as I know. @SaptakS and I looked into this with the limited information we has available about the sumo libraries (no access and no public documentation), but it seems it may be driven by IP every 24 hours unless previously signed up and tracked in cookies. This is all speculative though.

@mbeacom I don't believe it's working that way. I visited the site with cleaned cookies and proxied IP through Denmark and it still didn't show anything. This is affecting the advertising spend.
