Upgrade Rouge to v1.11.0

I would like to suggest using rouge v1.11.1, which is the only one, I was able to highlight Kotlin syntax with.

@sczerwinski although the rouge change log doesn't mention it, it seems Kotlin syntax was added in v1.11.1

@benbalter there also seems to be rouge 2.0.x now, I don't know if that might be even better.

Rouge 2.0 requires a bump in Jekyll, so we are unable to use it at this

time.

Hi, should a new issue be created for Rouge 2.0.5 upgrade or is it already on the roadmap? It looks like they're rapidly adding languages there (https://github.com/jneen/rouge/blob/v2.0.5/CHANGELOG.md)
