Fixes #4950.
Some Self-Hosted users thought we would limit Self-Hosted to 50h/month because they found the plans page incl. the "x hours left" indicator (reference) which is not the case.
I understand that we're in a transition with payment but assume that a solution will take some time to arrive. This is an attempt to disable the visuals to avoid confusion in the first place. I'm open for a discussion about:
a) we need this in the first place
b) we want to not shows
Plansat all if payment is disabled ("showPaymentUI == false") like the old dashboard did
