Html entities in section titles are not being decoded

Describe the bug
Special characters in section titles will be displayed as encoded entities in grid popups.
e.g. the title Safety & Security will be displayed as Safety & Security

To Reproduce
Steps to reproduce the behaviour:

• set Use popup to "yes" in the "course format" section of a course
• change a section title and add a character that will be html encoded, like &
• when opening section popup, the title will be displayed with the special characters in their entity-encoded form.

Expected behaviour
The section tile should be displayed as entered.
