Enhancements

This pull request addresses the following issues, mostly related to simplifying user configuration and usage:

• Include other contextual covariates from GHSL UCDB #308
• Configuration needs to be simpler #309
• Raise error when OpenStreetMap data not located or is empty #311
• Configuration settings that can be none should also be able to omitted  #312
• Analysis report crashes if integer year provided for study region boundary date #313
• if an error occurs during analysis, prompt to generate resources shouldn't be shown #314
• failure of data verification checks of configuration should be more informative #315
• Generating resources using python or Jupyter notebook may not work as intended if immediately following analysis #316
• Add a drop() function to ghsci.Region to conveniently drop database #317
• Directions for analysis and generating resources are command-line specific, but should provide guidance for use of python functions #318
• When opening a policy review checklist in GUI, notify user with dialog box if file can't be successfully opened #319

In addition, the Docker image has been updated with some package updates and the yaml file updated to use the updated version (4.2.2)
