Update the vulnerable loader-utils package while reverting updates to jupyterlab, which caused build errors.
Manually adding loader utils was a mistake, and updating jupyter deps caused build errors. Running npm audit fix and importing the changes resolves to safe versions of the questionable dependency. The
yarn.lockfile should be good now.
