Bug description

The Value of the Entity Setting 'Enable notifications by default' under Notifications does not affect the Actors in a newly created or updated ticket.
If "No" is selected, Notifications via E-Mail/Browser still get send to the Actors of the Ticket, for example the Requester.

Steps To reproduce

1. Change the 'Enable notifications by default' of an entity to "No" (Default is No)
2. Have a notification set up for Type "Tickets" - Event "New Ticket"
3. Create a ticket and assign a requester with a valid email to receive notifications
4. Notification gets send out => Expected behaviour is that no notification is send

Can be reproduced for any Notification for Type "Tickets" (New Followup, New Mention, etc.)
