Dokka 1.9.20 introduced new API specific for rendering code blocks:

plugins which provides custom code rendering now don't need to copy-paste code from Dokka
multiple code blocks renderers can be installed and so can be supported independently!

There is one additional commit which cleanups build setup a bit, while Im here :)
