python-setuptools added to requirements.txt, now pip install -r installs python-setuptools.

@sac On Ubuntu, pip does not find the package :

  Could not find a version that satisfies the requirement python-setuptools>=0.9 (from -r requirements.txt (line 9)) (from versions: )
No matching distribution found for python-setuptools>=0.9 (from -r requirements.txt (line 9))

@yohannprigent Ah! that's an issue then. I will remove that.
