technically speaking fallocate shouldn't work on read-only mount, and current read-only xlator doesn't implement the fop.

Keeping this here so some one can pick this up

@vbellur @ShyamsundarR Can I create a label Call-for-Action: Open for pick-up ? That may help us to build a good pipeline for Interns.
