Feature Description

I run a very low-traffic Gitea instance. If a new user registers, there is a 75% chance that this is a spammer, who will advertise their website on their profile. I want to delete these accounts as soon as possible.

Currently, I can only see that a new user has registered by looking at the list of users in the admin panel. This is not something I do regularly, so I will sometimes not notice a spam account for several weeks or months.

As an admin, I would like to receive an email notification as soon as a new user registers on my Gitea instance, so that I can either delete the spam account, or be very happy that someone bothered making an account on my humble website :-)

Could add more notification types like User created or Org created when #17940 got merged.

No one is currently working on this that I am aware of. A PR would be welcome! 🙂
