Labels page showing sometime wrong open issues count.

Hi @lunny seems Gitea.com is on more latest commit which should have this fix already.

But unfortunately it is still showing wrong count. Maybe it is related to PRs count in labels?

The counts will be fixed only after someone adds/removes an issue from the milestone.

@lunny Perhaps it's worth a migration step for 1.10.0 to "normalize" the database?

@guillep2k yeah, a migration will fix all the wrong counting. Good idea!
