can't set cookie 'SameSite' attribute #3407

We can set various attribute like 'Secure', 'MaxAge', but not 'SameSite'.

I made PR #3408 to address this issue.

Thank you for the PR, this support was just added by @jaredLunde in #3401. This will be in the next release of Goa.
