Replace 52.64.155.147 with a node correctly using an elastic IP Remove 213.186.16.82 which is consistently offline.

Update the standard bootnode list for Görli. There are two changes:
52.64.155.147 is the PegaSys-run node which is using an ephemeral IP address that will be lost if the instance fails for any reason. It is being replaced with a new node built correctly with an elastic IP.
213.186.16.82 is consistently offline so is being removed.
